CS tweaks?

Are there any good tweaks to help your connection stability but aren't considered cheating? In my 3 years of playing I have never changed any setting other than my rate.

IF there is I would like to know....Got a friend who's ping low one min. and spikes the next... but there are not any changes in game like new players.
