icq down?

Is icq down for anyone else? I'm wondering if its just me or not, i cant even get to www.icq.com
I thought i was connected because my connection icq was green, then i got an email from someone saying that they couldnt icq me, so i shut off icq and reopened it and it couldnt connect.
This happening to anyone else?
