I just glanced over both real quick, but it looks like the $13/yr deal is better. They offer a lot more options and support more technologies... what languages/technologies do you plan on using with it (ex: PHP, ASP, etc)?
Try to get both hosts' names, and do some research on each company to see what their reputation is (if they have one). A good price and good features won't do you much good if it's a struggling company that's likely to go under in a few months.

The only other comment I have is that the $13/yr server is supposedly a Linux machine capable of running ASP. ASP was designed by Microsoft to run on IIS servers, so if you plan on using the technology, I'd recommend finding a host running an IIS server to ensure 100% compatibility with ASP.
