It sounds like it is taken out of context.

The second link helps more than the first.

We have got to have a civilian national security force that is just as powerful, just as strong, just as well funded.

I think he is playing off of the mention of growing numbers of Anti-American Islamic Fascist that are around due to our military meddling in the middle east. Peace Corp workers would give a good light unto Americans through help and nurture not destruction and policing. Hence making it a constructive
civilian national security force that is just as powerful, just as strong, just as well funded.

Positive reinforcement over negative. This may be far fetched, it may not be? Who knows.

Next thing you know he's going to be calling them Global Community Morale Monitors and Global Community Peacekeepers. (google for reference)

Out of context it was and spinned.

"We cannot continue to rely only on our military in order to achieve the national security objectives that we've set," he said Wednesday. "We've got to have a civilian national security force that's just as powerful, just as strong, just as well funded."

This was the quote, and read the entire article. Obama is very purposful with his comments. Hacking on them only makes him look better.

Entire article: http://bulletin.aarp.org/states/il/articles/obama_outlines_plan_for_national_service.html

Obama has been grouped with some pretty powerful and historical names.

Roosevelt formed the Civilian Conservation Corps and Kennedy created the Peace Corps with strong support and participation, while Clinton's AmeriCorps has never fully realized its full potential, hampered by ongoing funding struggles since its 1994 inception.

comments mean nothing without action. anyone can say whatever they feel. the measure of a person should be taken by what they do, not what they say they will do.
