forums upgrade

i'm going to be upgrading the forums today to the latest version. we're behind a bit. this will most likely break some things such as shoutbox, welcome header, teamspeak status etc. I'll fix these soon after. this is just an fyi.

have you tried reducing the size of the pic? it seems to fuss about it if the file size is too large sometimes
