The song is Institutionalized by Suicidal Tendencies. The difficulty level is hard. For those that don't play, hard is the second to the highest difficulty level and the song is in the final tier (most difficult) of the game.

Lil bastard beat a song on expert (highest difficulty) today that I couldn't even get through.

I've beaten GH2 on expert. That took some serious doing. The hard level on GH2 is far more difficult than Hard on the original GH. Expert is insane for both but I've done it. Spectacular that Logan can do it. Kudos.
