Everytime I'm an anti tank guy this happens. The only time I'm anti tank is because of a spawn camping tank but usually some other guy will be camping the site and start popping me with a gun. I'll whip around and fire what I'm holding at them (the rocket of course) and the blasted thing would go right through their chest and not blow up. Very very frustrating. Glad its not just me though. LOL
