After you beat the game In Water Hazard, after you shoot down the chopper, go through the gate on the left with the airboat. Along the wall you should see two drains, one will be open. Get off the airboat and use it to reach the open one. Either make sure you have full health or turn on god mode. Run down the tunnel and turn left. Keep talking to the creature. He explains things a bit.

That is more of an extra info type secret. He does nothing to help your game. He just clears up some of the story.

Actually.... I just found this out....The vortigaun that attaches the gun to the mudskipper has the very same dialogue.
