Steam Downloads?

Ok,,, we all know that steam just majicaly downloads when ever it decides it wants too. What I need to know,, is it possible to get all the updates to current and load them on a new install of 1.6 W/O depending on steam to do if for me? My brother in law is having trouble getting steam to D/L cause hes on Dial up. He hasent been on in a while and steam just sits there and looks at him like hes stupid and dosent do anything... <---this may be a boon question, but had to ask it....

parker, what you could do is copy your steam folder to a cd, then install it on his machine, let him login to steam using his steam account and password, which would create a new folder within steam so that he has all of the defaults.
